Central England x APM: Planning the Unplannable – The Chernobyl Shelter Implementation Plan

The Chernobyl disaster in 1986 is still an important event in world history and the impact of its aftermath are still felt in this country. UK played an important part in the post-disaster clean-up which this presentation introduces. This presentation is an account of the project management, planning and execution of the construction of the second containment structure (Ukraite) at the Chernobyl nuclear plant. The project was many years in the planning and was conducted against a complicated background politically, financially and technically. The commercial environment is covered and the major issues of finance and project control are addressed. The view adopted is the British role in a multinational environment, focusing on organisational planning for a complex programme involving multiple owners, funding agencies and implementation teams.

Dr Miles Shepherd - Chief Executive, MS Project LTD

Dr Miles Shepherd is managing director for MS Projects Ltd, a consulting company supporting various UK and overseas Government agencies, nuclear industry organisations and other businesses. Miles has over 30 years’ experience on a variety of projects in UK, Eastern Europe and Russia. His PM experience includes defence, major IT projects, nuclear decommissioning, nuclear security, rail, pharmaceutical and business projects for the public companies, UK Government and EU. 

Past Chair, Vice President and Fellow of the Association for Project Management (APM), he holds the APM President’s Medal. Miles is also past President and Chairman and a Fellow of the International Project Management Association (IPMA).He was a Director for PMI’s Global Accreditation Centre and is immediate past Chair of the ISO committee developing new international standards for Project Management and for Program/Portfolio Management. Miles was Chair of the British Standards Institute’s Committee on Project, Programme and Portfolio Management and has been involved in the development of UK’s BSI 6079 for more than 25 years. He was involved in setting up APM’s team developing guidelines for project management oversight and governance.
