Organisational Capability Working Group

About Us:

Organisational Capability is the collective attributes of the licensee entity that enable it to understand and control the hazards associated with its activities and to sustainably deliver its vision and mission safely and effectively. Lack of Organisational Capability is a common theme in major accidents, for example Bhopal and Fukushima. Appropriate Organisational Capability is also a regulatory requirement see LC7, 10, 12, 26 and 36.

The objectives of the Organisational Capability Working Group (OCWG) are:

  • To enhance organisational capability and raise standards across the nuclear industry in relation to licence conditions 10, 12 and 36
  • Reduce the organisational capability deficiencies which can be root causes of accidents
  • Share information and good practices to enable members to learn from other’s experiences
  • Create Good Practice Guides to help the industry improve.

 

The OCWG has two sub-groups:

1. The Intelligent Customer Working Group that enables the sharing of good practice on maintaining and using Intelligent Customer capability in organisations.

2. The Scarce Resources Group that brings together SDF working group members, organisations and bodies working on the resource issue across the Nuclear Industry. The group shares information about initiatives that are taking place and learning from implementing initiatives and links organisations together so that initiatives can be aligned and resources can be pooled.

 

Programme of Work:

Three routine meetings are held each year where the development and implementation of the Good Practice Guides is discussed. These also include discussion of emerging regulatory issues, member experience of managing organisational baselines and implementing management of organisational changes and emerging trends in the industry. Meetings are a mixture of face-to-face and on-line. The ONR actively participates in OCWG meetings and provides useful updates.
